Andy Bardos Attorney At Law

Andy represents public and private clients in litigation and appeals, with an emphasis on complex and constitutional claims.

Andy frequently represents state agencies in high-profile litigation and appeals. He has defended the Florida Department of State and Supervisors of Elections in challenges to Florida’s election laws, the Florida House of Representatives and the Florida Senate in redistricting litigation, and the Florida Legislature in constitutional challenges to legislative appropriations. In 2018, Andy was a member of the legal team that represented then-Governor Rick Scott and the National Republican Senatorial Committee during post-election recounts and recount-related litigation in the race for United States Senate.

Andy has authored numerous appellate briefs in state and federal court, including briefs on behalf of state colleges and universities.

Before he rejoined GrayRobinson in June 2012, Andy served as Special Counsel to the President of the Florida Senate. As Special Counsel, Andy participated in the development of legislation and served as policy coordinator to the Judiciary Committee, the Health Regulation Committee, and the Ethics and Elections Subcommittee. Florida Trend magazine recognized Andy as one of the State’s Top Government Attorneys.

  • A Supervisor of Elections in a dispute over the manner of filling a vacancy in a school board office. Golden v. Satcher, 395 So. 3d 207 (Fla. 2d DCA 2024).
  • The Florida Legislature in defense of the constitutionality of 185 appropriations worth more than $420 million. Florida Wildlife Federation, Inc. v. Florida Legislature, 381 So. 3d 635 (Fla. 1st DCA 2024).
  • The State Board of Education in defense of the Fairness in Women’s Sports Act, which provides that only biological females may compete on girls’ and women’s sports teams sponsored by Florida’s public high schools, colleges, and universities. D.N. v. DeSantis, 701 F. Supp. 3d 1244 (S.D. Fla. 2023).
  • Ten Supervisors of Elections in defense of Florida’s requirement that voter-registration applications include an original signature. Vote.org v. Byrd, 700 F. Supp. 3d 1047 (N.D. Fla. 2023).
  • Five non-party state legislators in a proceeding to quash deposition subpoenas on the basis of legislative privilege. Common Cause Florida v. Byrd, 674 F. Supp. 3d 1097 (N.D. Fla. 2023).

  • Florida Prepaid in an appeal from a challenge under Florida’s Administrative Procedure Act to three agency rules that establish an administrative process for the resolution of contract disputes.
